Meet the Emerging Leaders of ISID – Dr. Nadia Noreen


Professional Background
Dr. Nadia Noreen began her career in clinical practice at a tertiary care Hospital, Islamabad (2004–2007) before transitioning to public health in 2008 with a focus on surveillance and health-systems strengthening. She has led monitoring and coordination of emergency response at Points of Entry (POEs) including screening operations and served as Team Lead for Pakistan’s COVID-19 response at borders.
Dr. Noreen was the National Focal Person for the “Points of Entry” technical area in Pakistan’s JEE 2023, and continues as Technical Lead/Focal Person for IHR (2005)/GHSA at POEs, overseeing the Travellers’ Surveillance Management Information System (TSMIS) and acting as National immunization management system (NIMS) focal person for all-age polio and yellow-fever prophylaxis. As Director (BPS-19), she oversees Emergency, PHC, and Flood Response, and serves as Focal Person for the Pandemic Fund and the Tobacco Control Cell at MoNHSR&C.
Since April 2025, she has also been Project Director for the Prime Minister’s Programme for Prevention and Control of Diabetes Mellitus.
Public Health Work & Emergency Response
Her portfolio includes oversight of multi-hazard public-health emergencies most notably the 2025 floods, the dengue outbreak in the Islamabad Capital Territory, and cholera response while leading Border Health Services with entry/exit syndromic and event-based surveillance at POEs, 24/7 real-time data flows for decision-making, and Hajj/mass-gathering operations.
She coordinates essential traveller prophylaxis at POEs through NIMS (all-age polio and yellow-fever), and serves as a master trainer/training coordinator on IHR core capacities with WHO, USAID, CDC, and HSP. She has authored 33 international publications and serves as a peer reviewer for more than 31 indexed journals, reflecting strong scientific writing and analytical rigor.
